As you can see on the damage monitor , there are some skills that look like an elite even though they aren't (Golden Fox Strike and Spear of Lightning) . This doesn't seem to happen all the time though and it appears to occur randomly.
EDIT: It also happens backwards; sometimes elites don't have the small yellow border. All these things were noticed in RA if it matters.

I had a bad feeling about that since anything concerning the damage monitor is quite literally random. If you capture a texture from an elite skill, sometimes the texture doesn't actually apply to all the elite skills. Considering there are a crap ton of skills in this game, I can't be bothered to manually perfect eveything.

Don't really see how thats enough of an issue to even post it honestly. If a slot is empty chances are your about to put something in it, unless you're in the habit of running around fighting with empty slots.

There's no messed up line at the top of the empty skill bar outline on my bar.
EDIT: found a bug. If you open your inventory then all bags, you get (the attachment)
EDIT2: found another. if you have a morale boost and you're in a light area, point it up to the light area and you'll see that it doesnt expand all the way to fit the box.

Download Texmod from one of the three links at the top of http://wiki.guildwars.com/wiki/Texmod
Then, follow these steps taken from http://wiki.guildwars.com/wiki/Texmod#Running_a_mod

Just a little issue: The Guild Wars logo doesn't work with the updated one (They changed it from EOTN back to just Guild Wars last update)
Fix maybe? I really like that Guild Wars 2 (minus the 2) logo. XD

On occasion I'm getting some bad shadows and other strange graphic anomalies.
Minimizing and maximizing usually fixes it temporarily.
These only occur when running this interface mod.
An example of one below:

If this occurs on all mods as you say then Texmod is to blame.
